Hi Mark,
I did some further tests with your icalendar content and have
determined it does appear to be a problem with the timezone and not the
RRULE. However, I'm not understanding how you get a positive response
while I do not when submitting this event.
Taking your icalendar content returned a 404, however if I instead
replace the TZID component, I do get a positive response and the RRULE
works perfectly

Can you verify that the Recurrence information is gettng properly set
on your CalendarEventEntry?
