Yes, removing the EXDATEs will definitely fix the problem, but I don't think that is the solution. When importing ics calendars or adding them via the API, I think Google should either try to find a "best fit" timezone, translating all foreign timezones to Google's timezone representation, or remember the foreign timezones and add them when the ICAL feed is requested. The first solution would be better, especially w.r.t the XML feed, since it contains no timezone definitions.
