Yes, you should be specifying your offset from GMT.  Here is the
proper time format:
2006-04-30T15:00:00.000-07:00
(year)-(month)-(day)T(hour in 24-hr format):(minute):(seconds).
(milliseconds?)-(offset from GMT)
