Hi Steve, It's really your discretion. In this case, since you have something that is repeatable with a clearly defined set of steps to reproduce, I'd say that makes a great bug report. If you are just curious about something that might be related to a service outage or doesn't happen all the time, then maybe posting on the groups first is a good idea.
