This seems to happen only for certain timezones. Africa/Ceuta is one of the candidates that moves the times, while Europe/Berlin seems to work fine.
If it turns out this is really a bug, I would appreciate giving it high priority, since this not only means dataloss for those timezones, but also means that my app cannot create recurrence exceptions: the exdate is not shifted with the start date, so the EXDATE is not taken in account when displayed.
