Hi,

Are you still seeing this problem? I have tested it out, I don't have
any error when creating new calendar.  Based on the error code table -

http://code.google.com/apis/gdata/reference.html#http-status-codes

403 error can also means your request is appended with unsupported
query parameters.  Some users have reported that their ISP providers
sometimes add random query parameters to their HTTP requests.  Perhaps
that is something to look into if you are still having problems.
