The answer to both question #1 and #2 is yes.  The Google Data API for
calendar is quite powerful and allows you to access and create virtually
anything you can see on Google Calendar webapp.  Please read our protocol
guide to see how to interactive with our API -

We also have client libraries that allow developers to interact with the
Calendar Data API via various high level programming languages, you can
download them from this link -
