You should file a feature request for  RDATE support. The fact that  
Lotus Notes uses this in creating ics files is compelling.

For what it is worth, I tried to create an event through the API with  
multiple gd:when elements (like the output when singleevents=true) and  
although the event was created, it was only created on the time and  
date of the first gd:when in the data.
