We provide a number of client libraries, including ones for PHP,
JavaScript, and Java:

The PHP client library most definitely allows you to create calendars,
although it's not documented well. To do so, you'd execute something
like this:
$calService = new Zend_Gdata_Calendar($client);
$newCalendar = $calService->newListEntry();
$newCalendar->title = new Zend_Gdata_Extension_Title();
$newCalendar->title->text = "Calendar Title Goes Here";
$calService->insertEntry($newCalendar,
'http://www.google.com/calendar/feeds/default/owncalendars/full');
Also, the above link for JavaScript demonstrates how to load an
existing calendar using the JavaScript client.
