The list of featured calendars is custom built by Google, so there's no
way to request that a calendar is listed.
You might want to try this suggestion on the primary Calendar support
group there and see if anybody there can help. It's not something I
normally deal with, since that's not an API or other developer tool.
That being said, you can create a calendar and publish it on your own
site by following the instructions here:
