Nope. These two lines are wrong:
"DTSTART;VALUE:DATE:20090206\r\n" .
"DTEND;VALUE:DATE:20090207\r\n" .
That should be:
"DTSTART;VALUE=DATE:20090206\r\n" .
"DTEND;VALUE=DATE:20090207\r\n" .
Replace the colons after VALUE with equal signs.
