If you want Google to update a calendar when you update an ics, then instead of importing the ics file into Google, you'll need to publish the ics file somewhere on the web and then add the calendar by url.
Of course that just pushes your synchronization problem to getting the ics file to the web server. It would probably be easier to use Google calendar directly and skip the ics files.
