I know several people (e.g., http://groups.google.com/group/google-calendar-help-dataapi/browse_thread/thread/832c6f3a99741804/) have run into the "Invalid user p" error when trying to access the built-in weather calendar's feed, but I don't know if the solution has been posted:
If you see this error when fetching the link for the event itself, one layer of URL-encoding is probably being stripped off somewhere along the way. Just URL-encode the link and it should work.
