Yes, if they are going to have their own calendar, but there is no
particular reason that you couldn't create a calendar for each of your
users that you owned.

There would be your [email protected] calendar and then you
could have secondary calendars for user 1, user 2, etc. There may be
some limits on this, but you probably won't be able to get a concrete
answer until you have hit the limit.

If you paid for Google Apps you could have as many users as you paid for.
