Not sure that Google will make one themselves or encourage the creation of an Android-based tablet computer, which would do what you want and more.
Of course, there already is a project to create a low cost tablet computer specifically designed just for web surfing, and that is the CrunchPad <http://en.wikipedia.org/wiki/CrunchPad>.
