Have you modified the script? I just tried and it worked perfectly. According to the output you just sent, the 'DeleteRequest' function is never called, which means that the script reads the value of 'delete' as not equals to 'true'. Maybe MS Dos modifies the value 'true' to a special one, you can always try calling the script with '--delete "true"' to see if it works, otherwise, just modify the script to force its value to True.
When this function is called, this is what you should have every 25 entries: Executing batch request to delete 25 entries.
