Well, I seem to have figured it out. For WebDav, after providing basic authorization using the --http-user and --http-password options, I needed to add a final slash, like https://www.google.com/calendar/dav/blah%40gmail.com/events/
/user/ was still "forbidden" WebDav had the updated start and end times, while this query: https://www.google.com/calendar/ical/blah%40gmail.com/public/basic.ics still has the wrong times.
