I am having this problem, as well. I am connecting via the group administrator key/secret OAuth validation, and attempting to create the calendars for the users in our domain. I am able to create 37 calendars before I get the following error:
Exception in thread "main" *com.google.gdata.util.ServiceForbiddenException*: Forbidden Not enough quota to create a calendar. If I wait until the next day, I am allowed to create another 37 calendars owned by the user. The only alternative I seem to have is to create another user against which to create the calendars. Since I need to create 1500 calendars, I either need to create 42 administrative calendar owners, drag the creation process out over 42 days, or find a happy medium of the two. Google tells me they cannot alter the quotas (nor will they confirm what the quotas are), but 37 seems like a very low number. I would prefer not to create so many administrative accounts for this purpose, but I will if I have to. Does anyone have any alternate suggestions?
