Looks like I answered my own Question. Factoring the Greenwich difference,
I'm in Central Standard Time (Tulsa, OK) , it looks like by using the 6
hour difference it works the way I want it to. So if I am pulling events
for the whole 24hour period for the 10th, I set my query as follows..
$query->setStartMin('2011-10-10T06:00:00');
$query->setStartMax('2011-11-10T05:59:59');
