Unless if I'm mistaken, I think that the custom zooming and cropping functionality that we all want out of Google Charts' maps just isn't there, and I'm not sure how such a thing could be hacked together.
The list of country codes divided by Google-Charts-supported regions might end up being something that you have to cobble together yourself, unfortunately. I don't imagine it should take long to sort them out, though, given a good online "countries by continent" list to go off of.
