I was working on a web page with French contents in php, I used the php
built-in utf8_encode( ) function.
http://www.accrochepub.net/comparison-calculator.php .It displayed the
French accents in the label and title of the graph when I saved the web page
in ANSI encoding. Its was displaying strange characters when I tried to save
the web page with utf-8 encoding

If you simply using html and javascript, there are utf encoding functions
available on internet that you could use to encode your text strings to
utf-8 before passing them to charts api

I have not used these functions but there is no harem trying
