Thank you broady for responding.  I finally figured it out, I guess I
should have posted my results back here in case someone down the road
had the same issues.

I found 3 different ways to do it, some easier than others but the
harder ones look a little better.

Chart 1:

This chart puts the values at the actual percentage location since it
sees the numbers as numbers and not text.  So 12 is located at the 12%
mark on the chart, etc.
The only code you have to add
is an extra set of data to the chd parameter

chd=t1:60,40,75,25,30,10|12,8,15,5,6,2
and the following line
&chm=N*f*,000000,1,-1,11


The extra data in the chd line are the actual values that will be
displayed. The first set of values had to be refigured into
percentages in order to display in the correct position on the chart.


Chart 2:

This gets rid of the labels completely but increases the labels on the
left side so it's easier to tell where the bars are located.  It's not
a great solution.

You have to add the following extra parameters to get this to display
correctly:

&chm=t12,000000,0,0:0:1,11|t8,000000,0,1:1:1,11|t15,000000,0,2:2:1,11|
t5,000000,0,3:3:1,11|t6,000000,0,4:4:1,11|t2,000000,0,5:5:1,11


chm is for chart markers and each t12, t8, t15, etc is the actual data
that will be displayed.  The rest of the values are telling it where
to display and how.  It's a lot of work, but it looks good.
