I have seached this group for answers before posting this and I really
didn't see that anyone else is having the same issue, so I think I am
doing something incorrectly.

I have a basic horizontal bar chart.  I am using the standard y range
of 1 to 100.   Everything seems to draw as expected, only the bars
don't actually line up with the correct number on the y axis.  I have
included what the data point is in the label.

As you can see the second label indicates the data is 23 (which it is)
but the bar extends to almost 40.   Does anyone know why this would
happen?
