This behaviour is by design, most likely. Both the x and y axes normally increase in number as you move away from the origin. The API gives you the option to add custom labels, but that doesn't change the fact that the y-axis, by default, ranges from 0 to 100 with 0 being the origin and 100 being the top of the axis.
