That's how the API handles text-encoded data at the moment. You can
either calculate your own percentages or use "Text encoding with data
scaling" to have the API handle the math:

http://chart.apis.google.com/chart?chd=t:933,198&;
chds=0,1131&
cht=p&
chs=450x250

While referring to the API documentation I noticed that they recently
updated the verbiage regarding data formats:
