I had the same problem, and I solve it by drawing a white interval
over the axis. &chm=R,FFFFFF,0,-0.1,0.02,1
Your URI should be:
http://chart.apis.google.com/chart?cht=bvg&chs=100x20&chbh=2,1,0&chco=4d89f9&chd=t:0,10,20,40,30,10,20,30,40,10,20,0&chm=R,FFFFFF,0,-0.1,0.02,1

Tell me if it's OK.
