Setting the X-Axis range has nothing to do with the fact that the API expects text-encoded data to range from 0--100 (unless told otherwise).... Add "CHDS=40,60" and the API will automatically scale your data. Check out the "Text encoding with data scaling" section for details: http://code.google.com/apis/chart/formats.html#data_scaling
