Dear Ray, I'm afraid I don't fully understand the chart. However - I think it would be hard to read the numbers when vertical.
Since these numbers move in a small range (~7.3 - 8.3) I can suggest adding a right axis (secondary y axis) and setting the range to these values and drawing a line to with these values above the bars.
