Have you drawn the chart you're looking for/expecting to see?  I think
you're describing a situation that Venn diagrams are not suitable for.
 Every time you draw a third circle that intersects both of the other
two circles you are geometrically obliged to draw a portion of that
circle through parts of one of the two extant circles and not the
other.

There is a technique to overcome this,  where you shade a portion of
the diagram to indicate that set is empty.  Google charts does not
appear to implement this, though they could very easily by just
allowing you to define further values in the chco parameter.
