Take a look at the CHDS parameter (if you're using text-encoded data).
With it, you can tell the API what range of data to expect for a given
series.

Starting graph:
http://chart.apis.google.com/chart?cht=lc&chs=200x125&chd=t:40,60,60,45,47,75,70,72&chxt=y&chxr=0,0,100

Flipped graph:
http://chart.apis.google.com/chart?cht=lc&chs=200x125&chd=t:40,60,60,45,47,75,70,72&chxt=y&chxr=0,100,0&chds=100,0
