I think that you would benefit from readin the documentation more carefully.
First off, you've got chxt=x,y& which means 0=x axis and 1=y axis, but in chxl you've got your y-axis labels coming after axis index '0' which is the x-axis. You've also got 1:0|6 which is incorrect. That would label the first bar with '0' and the second bar with '6' and leave the rest of the bars with no labels. You also forgot to put the pipe symbol, '|', before the first label in each group.
