Hi,

I am looking for an open source charting and map generation tool -
which has the following capabilities

(a) colored NUTS regions (Nomenclature of Territorial Units for
Statistics, available at: http://ec.europa.eu/eurostat/ramon)

(b) maps with arrows between countries. For example, a university site
in UK has 80 hyperlinks which map to a web site in Norway then a arrow
from UK to Norway should be shown. Similarly the thickness of the
arrow will depend on the number of hyperlinks going from one country
to another.

I have seen that regions are supported in the Google Visualisations,
but I am not able to understand how the tool would understand the NUTS
regions, if these regions are not supported out of the box. Do I have
to load the NUTS regions data somewhere so that it would be able to
understand it and render it?

Regarding point (b), I have seen the visualisations from other tools
however, I have not seen the arrow kind of representation in any tool.
It might be there but I am not able to see it.

Any help would be appreciated.
