Can't seem to prevent the behavior where a user is scrolling down the
page, and the scroll "sticks" to the chart until the chart is scrolled
to one extreme (making it unreadable) or the scroll momentum runs out.
Looking for something similar to the Map API's `scrollwheel: false`
option.

Thoughts?
