The Google Chart Tools (https://developers.google.com/chart/) are client 
side, but do depend on static resources hosted on our servers (geo data, 
CSS, etc.).

The Google Image Chart API (https://developers.google.com/chart/image/) is 
server side, and so data does need to be sent to our servers for rendering.

Per our FAQ, 

Is Google logging all my chart data?The chart data included in the HTTP 
request is saved in temporary logs for no longer than two weeks for 
internal testing and debugging purposes. Of course you should understand 
that if your chart appears in an image tag on a public webpage, it could be 
crawled.
