We're happy to bump up your quota, but can you meet us halfway?
Storing releases in version control is a huge waste of space and a
mis-use of the tool. Releases should be distributed via normal
fileservers -- which is why we have the whole 'Downloads' tab
available.

My recommendation is that you produce a dumpfile of your local
repository ('svnadmin dump'), then use the svndumpfilter tool to
create a new dumpfile that leaves out all the release packages, then
'svnadmin load' the slimmer dumpfile into a new repository. That's
the one you would svnsync over to googlecode. Then put your releases
into the Downloads area.
