Today I have tried to check a Google code project and I found that I
don't have the permission to. I'm from Iran, so that's the problem for
me.
I really think that Google is taking hard on the export laws. There
are many U.S. firms that do allow Iranians to download software from
them (even ones having cryptographic code like Mozilla Firefox)

issue. I couldn't find the link again, but in summary it was that, the
most recent laws just prohibit a company from knowingly exporting
software to embargoed countries. So by not banning IP addresses, you
are not knowingly exporting!
I'm not a lawyer, but I know that it's always safer to be on the hard
side, to just ban IP addresses. But Google have always shown to be so
much hard on these issues. So I'm asking Google to reconsider its ban.
It is not only regarding the software downloading or ... As an
example; Google Code Jam decided to ban members from the embargoed
countries this year. In contrast TopCoder (a company which was in
charge of previous Google Code Jams too) just requested a
clarification (not a license or ...) from U.S. government about the
participation of Iranian members. The U.S. government's response was
that they are allowed to participate, and TopCoder is allowed to
provide the expenses for them.
It was just an example to show that Google is just taking the hard
side.
So I hereby request Google to reconsider its bans.
