I'm not able to reproduce the problem:

$ svnsync init file:///Users/sussman/scratch/smslib/
http://smslib.googlecode.com/svn

$ svnsync sync file:///Users/sussman/scratch/smslib

Copied properties for revision 1.
Committed revision 2.
Copied properties for revision 2.

Are you able to do an 'svn checkout' of revision 4 of your repository?

If your error is perfectly reproducible, can you grab a network trace
of the failing REPORT request and post it somewhere for us to see?
