Hi Ralph, You (and your project's contributors) retain ownership of your code, and we don't restrict those hosting code on Google Code from also hosting a copy elsewhere (e.g. Sourceforge, Github, etc). On code ownership, it's possible to assign multiple owners to a given project, and any owner is also free to transfer ownership to anyone else with a Google Account.
