In cases such as this we strongly recommend just doing an "svn rm" on your existing repository contents. If your concern is storage space, I we're happy to increase your repository quota.
Projects don't have a set time until deletion at the moment. If you're concerned because you're hitting the project creation limit, that's another quota I can increase.
