Looking at the ToS, I don't think it specifically mentions all site policies. The closest text might be "You agree to use Google services only for purposes that are legal, proper and in accordance with the Terms and any applicable policies or guidelines." We have a bunch of applicable policies in place. :-) For example, one rule is that "you may only use the project hosting service for open source code" -- i.e. not to distribute mp3s, etc. In that same vein, we enforce that all projects use one of the small set of open-source licenses listed on the project-creation form. If we see alternate licenses being used, or "impure" (i.e. slightly modifed versions of standard ones), then we blow the whistle as well.
