The restriction on your account is a quota on project *creation*, not how many projects happen to exist. So deleting old projects will have no effect. By default, to prevent spambots, every user is allowed to create 10 projects in a lifetime. It appears your quota has already been raised to 20, and you've only created 10. Are you still having problems creating a new project?
