Sure. At the far right of the table column headers there is one header labeled "...". Click that and you see a drop-down menu of available columns. Choose "Stars" and you should see the star count for each issue displayed in the issue list. Then, click he "Stars" column header to see a menu that allows you to sort. If you want to make sorting by stars the default in a project that you own, you can do that on the "Issue Tracker" subtab of the "Administer" tab. You probably want to sort by "-Stars" so that it sorts descending, and you want to show the stars column by default so that people see what is happening.
