The vast majority of open source projects don't collect CLAs. Whether this is good or bad I can't comment, since I'm not a lawyer with the background to be authoritative on the subject. Some organizations also offer a "harbor" of sorts to projects that are decently large, but not as large as Apache/Subversion. For example, the Software Freedom Conservancy is such an organization, offering such useful things as the ability to receive donations through them (they have tax-exempt non-profit status).
