Hi there, Don't panic, you're not violating any Google rules: each user has an initial limit of 10 projects, and you have reached the limit. The limit is only there to protect against automated abuse of Google Code, and we are happy to raise the limit for legitimate users.
I've increased you project creation limit to 20 projects. If you think you will need more, please let me know.
