You didn't say which Google Code project you're talking about.

But there's no need for any administrator to do anything here. All  
that revision 1 had in it was the empty directories trunk, branches  
and tags. All you need to do is create them again and you'll be  
exactly where you were with your previous revision 1. So just use  
"svn mkdir" or your GUI Subversion client (e.g. TortoiseSVN on  
Windows) to re-create those three directories.
