Before we continue, just one thing I'd like to clarify: that data will be under an open source license, right? As for increasing the file quota, unfortunately, in our current setup 200MB per file is all that we can manage. If it's feasible for you to split that zip up into two pieces, I can bump you up to that much no problem though. And finally, on getting the usage down: if the data is under an open license, and is needed by the project, then by all means, use our infrastructure!
