You haven't told me where you're located yet. You haven't told me where the 'working' svn server is, other than saying "it's very close". Does that mean it's on your LAN? Are you accessing it over the internet, and how far?
The most likely explanation is that *somewhere* between you and googlecode.com is a web proxy which disallows WebDAV requests. It's a very common thing. That's why your web browser can do a GET, but the svn client cannot do OPTIONS requests. But we need a lot more information to help, like specific IP addresses and such.
