Is there an official external editor for the wiki?  No.  Others have
posted to this list about tools they've written to render wiki data
"offline".  Take a look.

When editing a wiki page, look at the help text to the right of the
text-input field.  It shows common syntax, and a "more examples" link
that takes you to the complete wiki-syntax documentation.  So there's
no need to store a copy of the wiki syntax page.
