I'm having exactly the same issue. The problem occurred after I created a Google Profile and set a Profile URL <http://www.google.com/profiles/davidar18>. Doing so added 'davidar18' under "Other usernames" on my Google Account settings page <https://www.google.com/accounts/ManageAccount>, and it seems Google Code is incorrectly assuming that this username belongs to a Gmail account.
There does not seem to be an option to remove this username from my account either, which I would count as a usability issue in itself, but that's another issue. I'm CCing this to codesite-discuss as it affects the entire code.google.com site, not just the project hosting.
