You were banned for violating the terms of service of the hosting platform.
Google Code is a project hosting platform for open source software. It is not a generic file host, and definitely not a platform for distribution of content that is not open source and that you do not own. You had at least one "project" which you used in this manner, which was destroyed. I suggest that you review the terms of service for the services you use.
